How do i connect mac to windows 7 via bluetooth?

i want to send files via bluetooth to a windows 7 laptop from my mac
but i cant seem to be able to connect it
when you connect mobile phones theres a connect to device option but that doesnt show up when im trying to connect to the laptop
how do i connect it ?
i set it up and paired it already

help please~
