How do I clean a dirty fish tank?

The tank was used by my previous guinea pigs, and I want to transfer my goldfish from the pond with koi fish in there, and into the tank. But of course I can't put it in the dirty tank cause the tank is extremely filthy! Can someone please tell me a formula to get all the bacteria and poisonous/dangerous stuff that can harm my fish? It's a 10 gallon fish tank by the way. When I'm done cleaning the tank, how should I cycle it, and when can I start adding gravel in there? My dad already has tons of filters so obviously I already have one. I'd like to add some minnows in there too, just to add a little "pazazz' in there.
The kind of goldfish that I have are the ones that have like the poofy cheeks and sometimes brain-looking heads.
I'm not putting koi fish in there I'm putting goldfish and minnows! :P And umm.. I really don't think 'scrubbing it around' will clean the tank that well. :/
 
Just take the fish out and put them in a big bowl full of water and then take the rest of the water out.
Wipe the tank round and swill it out and then start filling it back up again and put the fish in.
 
Vinager. and just some regular counter cleaner. and dish soap.
Scrubbbb really good to kill any harmful bacteria. Good Luck With Your Koi fishh :)
