How do I change and keep my location permanent on my iTouch?

Well I'm guessing when people got the iTouch,it was set to Capprecino,Cali or some place like that.I change the place,date,and time on the iTouch, but when I plug it in to my laptop, it resets the location so I always have to change the location,time,and date on the iTouch everytime! How do I change it so it can be permamnent?Thanks :]

P.S. I live in Salem,OR
but it only has Portland,OR as a location,is there any other way I can change it to where I actually live?
