How do I broadcast WiFi from my net book?

How do I make a netbook with windows 7 create a wifi hot spot with an Ethernet cable plugged into it so my iPod touch could use it?
Sadly my iPod touch doesn't connect to the ad-hoc connection :(
Any other methods?
