How do I block off gears on my bike?

For junior level races, we have gear restrictions., and the optimum gear (apparently) is max 52/14.

I have 9 rings on my sprocket (going to 12teeth), so therefore cannot use the bottom two (12T and 13T).

What do I have to do to my rear derailleur or other component to "block" these gears off?
