how do i become a photography teacher in california?

If you want to teach in a public school, you'll need a university degree in art with a specialty in photography. There are some accredited art schools that allow you to specialize in photography, but there are very few, if any, full time photography jobs except in art schools at the university level. With the way the budget is going now, very few public schools offer art at all. Photography is usually a club, sponsored by a teacher or parent volunteer who happens to be interested in it. Of course, you can always give private lessons or work through a recreation center, but the money won't be very good.
