how do i add index.html to my computer?

i bought a service from blue host.My website wont appear i think i need index.html.
How can i make sure i have index.html on my computer
If i type my website it comes out blank.
Any help is welcome,thnx
I did that i know how how to do that,i want to know if i need anything to do on my computer .When i upload a file from my computer to index.html just won't work.I had couple of conversations with them and no results
 
Your Index.html is a file which resides in the root directory of your SITE, not on your computer. Ask your hosting company about this, and how to upload it.
