How do I activate voicemail on this global motorola/att cell phone?

So we have this motorola cell phone that's supposed to work globally. We are in America but the default language of the phone was Italian. Anyhoo, voicemail doesn't work. I hold "1" and it says the call can't be completed, and it won't let me set it to Google Voice for the voicemail either. What's the trick?
