how do get Your BLUETOOTH to work on your ipod touch mine don't seem to work?

so i try to connect with my samsung impression phone and it don't work or connect i let set over night i think bluetooth don't work but then i try to connect with an other phone my grandmas phone the motorola razor vx3 and it don't work but on my phone my bluetooth finds my ipod touch bluetooth but not connect and also tried with a friends ipod touch bluetooth we wait about 3Mins and didn't work so please help
