How do A&E/ER staff deal with aggressive and disturbed patients?

A patient arrives on foot at A&E (emergency room) suffering from memory loss, extreme mental confusion, anxiety and agitation. He causes a major disturbance at reception, shouting and growing aggressive.

How do staff respond?
 
First, protect yourself and don't get hurt. The person obviously does not have the capacity to make his own decisions, so he will be restrained and then sedated so he can be evaluated and treated. Pretty straightforward and simple. No one gets hurt. Calm the patient. Examine him, and then treat him.
