It has no relation internationally. There are different costs of living and expenses. The people manufacturing the "made by nokia" phones could be getting paid 3 times the average income in their country, so they would, relative to other workers, probably be well skilled and experienced. That holds true regardless of how much someone in another country makes. They're only related if labor is mobile, which it isn't in this case for the majority of workers in these countries.
