How did this Yahoo news caption on illegal aliens become so turned around?

I clicked on a link to a news story which said "Border fences slow illegal aliens movement into the US". It leads me to a story that headlines "Despite border fences illegal immigrants still enter the US". Is Yahoo trying to promote both ends of this hot topic? Did the press change the caption after it was posted? How did this happen?
