I dont specialize in Roman history but to my knowledge Rome held a powerful nav used to land its troops across the mediterenean area as well as trade with many powers, the mediterenean provided a quick means for rome to supply its lands with good and protection allowing it to rapidly grow and thrive, hopefully this helps but may be too general.
