How could recycling be a law?

I doing an assignment for school, about "If I could enforce a law, what would it be?"
so I was thinking that I could do recycling.
but, how could that be a law?
I mean, say if you were charged for throwing away recyclables in the trash, how would they find out?
In some countries, throwing away batteries is illegal. So, how do they get charged if they do?
 
A law becomes a law when a legislator presents it to the legislature. It's then voted on and the majority wins. Any idea can be made into a law.
 
Sounds like something out of an Aldous Huxley book... okay, well, firstly they could place tracker labels on each bag. Run the bags through a machine to look and see if there is a substantial amount of recyclables in each bag. If there is, then a warrant or warning if it's the first time be sent to them through the mail with a court date perhaps. Waste disposal is a big deal, all of our trash and whatnot has to go somewhere, I'm sure disintegration isn't an option for some things. If it were to become an even bigger problem, perhaps that's when the government could step in with these new laws. Then the local trash pick up or some new company could set out to give each house hold a trash can just for recyclables.
