How come when I download sims, they don't show up in my game?

I have the Sims 2, and I have downloaded cutsom content, so I know how. But when I try to download Sims themselves off of thesimsresource.com or any other site *(besides the sims2.com, I don't like that site) , they don't show up in my game. Like, for example, I try to download.. hmm... Britney Spears (Just an example) she won't show up in the game. Is downloading Sims different than downloading hair and objects, etc? What else do I have to do other than the usual? Thanks
