What we really need to do is setup a bunch of electromagnets 15 miles off shore and turn them on when the hurricane passes over them so their gravity waves suck the hurricane back until it dies down to being a small storm. Then turn off the electromagnets and let it go on its way.

The fact that the vacuum of space cannot lift atmospheric gasses due to the gravitational attraction of the planet, which is why we have an atmosphere to begin with? Or that construction of such a hose would be impossible? Or that the energy required to pump a miles tall column of atmosphere into space is entirely unreasonable? Or that it is physically impossible to actively pump from the orbiting platform? or something else?

The gravitational pull is strong of mother earth, but the solution is to create a power so great that it will overcome. It doesn't sound realistic because it hasn't been done, but if the time, money and man power was pumped into it, it's very possible.
With the hadron collider in EU, if they can learn how to manipulate and control the black holes they are creating, which is still a long ways out, that's the most simple and effective solution right there. Shoot the hole into the center of the hurricane, and pack up and go home boys. War is over.
