How come Toyota is offering 0% interest rate financing but the best Honda is

offering is 1.9%? All the car companies keep complaining but why won't they give better deals? I'd buy a new Civic EX if Honda would offer 0% financing otherwise I'll keep my old car for several more years.
 
Toyota is in alot worse shape than Honda in the economy. Toyota is really focused on just selling right now.
