how come there are wind turbines/fans on the ceiling of one side of the lehigh tunnel?

the side going uphill has wind turbines on the ceiling throughout the entire tunnel while the other side going downhill does not.
 
Tunnels require ventilation to prevent the buildup of carbon dioxide from engine exhausts and to accommodate air displace by moving vehicles. Short tunnels and long tunnels with a slope may ventilate naturally but long tunnels may require mechanical ventilation. The ventilation system is designed with factors such as traffic flow and slope to insure that exhaust gasses don't build up within the tunnel.
