How come the police version of the Ford Crown Victoria are taxi's? (See below)?

So I was in Chicago yesterday and I notcied a taxi. It was a ford crown victoria. I noticed the "Police interceptor" badge on the rear of the taxi. Then I saw that lightbulb on the drivers side thats above the rearview mirror. Why would a taxi have one of those lights on their cars that police use for finding fleeing-foot suspects? COuld this have been a donated car that was previously a taxi?
