How come the hand brakes squeak and don't work downhill on my new bicycle?

When going downhill, the brakes are touching the rims when activated, but they squeak and don't work properly. I have to use my feet to stop. I'm a heavy guy. They work okay on flat road.

What adjustments do I need to make?
