How come my top 25 most played in itunes is different that the one on my iphone?

i sync it, and when i click into the top 25 for my iphone in tunes, its the same, but in the actual iphone, when i go into top 25, its a completely different list... i sync my ipod to the same itunes but its has all the same songs on it... i dont understand why they're different...
