How come my 1988 Honda Civic (Auto) doesn't coast down hills?

I just purchased this car so I am just getting to know what it's like. When I go down long hills near my house it doesn't coast like my other cars have in the past. It just stays at a high RPM, even engine braking to a point. Is this normal? I've also found a bit of oil in the air filter and attribute it to this problem.

Can anyone offer some advice about this? Am I low on Transmission fluid maybe?

It seems to clunk when going in and out of gear.
 
I am going to let a mechanic answer this question, but I had a car that didn't coast down hills. I just carefully put it in neutral to let it glide on down. Be careful not to put it in reverse while going forward though, I don't know about older cars, but the newer ones turn off. It can still be damaging to your transmission.
