How come a girl at work never makes eye contact with me/doesn't talk to me?

She is a hostess and I am a server assistant. We are the same age. I noticed that another guy there that is also our age, she talks to/makes eye contact. But to me, whenever she walks by she looks down or to the side, never at my eyes, not even for a second. Also, when I walk by and say "hey" she just smiles and doesn't reply. Why is this? ( I think she might have a boyfriend but i'm not sure).
 
It could be because she's shy and/or she's into someone else. Start talking to her more and see how she responds to you. Good Luck!
