How can you train a puppy?

He goes constantly in the house, even when he doesn't have any water or food. It's driving us crazy. We don't wanna get rid of him. But how do you do it?? He doesn't show any signs of wanting to go potty. He wines all the time, hes only 4 months, German Sheppard pup. We don't have a backyard or fence any of that my house is kinda like a condo so its hard knowing when he has to go. If you could give me some advice that would mean soo much
