How can you "outrun light" on a bicycle?

I came off my bicycle in the dark today - didn't see a bump, pushed me into a gutter, lost it, spun, ouch. So, I want to buy a new (more powerful) light, and I've been looking at the reviews of the HID lights, and a lot of them seem to say things along the lines of "if you travel at 20-25+ mph you can outrun the light".

Does anyone know what this actually means? To me if you're moving at 25mph you're still 670616604mph off being able to outrun the light.
