How can you make 'a bill becoming a law' an easier process?

-Not have so many readings and reviews on both side of the house, before it is passed.

-Pass a statutory instrument. Not as effective as passing legislation, but can be used to pass emergency acts such as the grounding of planes after 9/11 and the culling of sheep during the foot and mouth crisis.

-Allow Judges more creativity with regards to their decisions and making laws. After all judges can be seen to make laws anyway, for example R v R 19991, effectively made it illegal for a man to rape his wife during marriage, when previously it hadn't.
