How can you do Fish Eye pictures?

How do you make 'Fish Eye' pictures?
I have a Nikon D40, and I was wondering how you can do it on either that camera or you can tell me how you can do it on another camera so I can kind of get a hint on how to do it.

You just need a fish eye lens.

The image you linked to is DECIDEDLY lo-fi so you could probably piece something together with a Peephole Door lens:
