How can Minnesota call itself just when it's laws allow injustice?

A friend has had her parental rights taken away because the father's lawyer knew if he waited until the last hour to file his paperwork then the mother would not have enough time to file a rebuttal. And since the preliminary usually becomes the final (to save the state money in research), all the father's unverified claims become the only claims allowed.
