How can I video chat with someone without installing any software to my PC?

I have a webcam and I want to video chat with someone but my stepmom forbids me from downloading anything to her PC. The camera doesn't have any software (It's actually an Eye Toy from my old PS2, it works the same tho.) and I need something like Meebo where I don't have to download anything. If you know of a site, that'd be awesome. Thx.
