how can i tell if my 1995 honda has a dirty fuel filter or if my starter just went out?

it's been going on for weeks, my car will turn over but not want to catch, my freind came over and opened he gas valve and said it was a clogged fuel filter... then i kept it high on gas and whenever it would act like it didn't want to start, i would jst floor the gas to push the debri thru and it strted up no prob... i started it 2ce today with no issue at all, and now... crapola cuz when i turn the ignition, the car does not turn over any more..... boooo.. my batter is charged.. maybe it needs water??? please help
 
Some of the newer small cars like that didn't come with fuel filter check at a parts house and make sure you can get one. If the starter just spins and then engine doesn't turn the armature or the starter solenoid may be wore out. but get someone to check the battery cable on the starter and make sure it is not lose. also it would not hurt to check the fuel pump fuses and the ecm fuses. there is also a type of filter on the fuel pump in the tank ( A sock) it could be stopped up
