How can I teach my Shuckle Mud Slap In Emerald or Fire Red?

Mud Slap is one of my favorite moves when I'm trying to have fun and I like my shuckle's so I wish to teach it Mud Slap. I dont play competitively so I dont care if my pokemon sucks because of the moves i have tought it. plus shuckle's has lots of defense so it really doesnt matter. Almost all my pokemon have mud slap. hahaha it makes me laugh. I was told that the one of the parent's of the shuckle needed to have mud slap inorder for him to learn it. but can he learn it him self, do both perants need to be shuckles? can i mate it with another rock or bug pokemon? please tell me how to teach it Mud Slap on my Fire Red or Emerald version
