How can I talk to girls?

I am a 18 year old guy from England and I was wondering, if I see a girl that I find very beautiful at a club or in bars, shops etc how should I go up to her and start a convo and ask her out? I am low on confidence and I don't want to walk up to someone and make myself look silly.
