How can I take a pic like this :

like with the dark background, and myself bright?
I use a Sony Cybershot with 7.2 MP if that helps at all?
Whenever I try to take pictures in my house, they look kind of bad. The flash makes the picture look crappy, but without the flash, it is too dark. So yeah if there is anything I can do to make the lighting better let me know?
