how can i take my LG Neon off of emergency call mode?

i just recently got a LG Neon by AT&T, it happens to be a gophone, and i cannot activate it or do anything, due to it being on emergancy call only mode, can someone please provide me with a list of steps to get it off that mode, im also overseas in afghanistan so i cannot call customer service. thnx
