how can I stop unwanted or scamming incoming calls on my cellphone?

I have very little money on a fixed income and must pay for calls/messages in as well as out. I am getting scamming messages. I returned a couple of them and they just laughed. The current one - work at home for cash.com or something like that has another long distance number I can't afford. Do I have any recourse because it's a cellphone and not a landline which has laws against this?

you could always block them or only allow limited people to call
