How can i remove rust from my bike and make it look brand new?

AH i'm mad at myself. right now i want a bike so i can bike, ya dig? Well my cousin gave me her bike at least 2 or 1 year ago. I used it a couple of times, then left it in my backyard, and barely used it again. I keep forgetting to bring it inside, so yeah. for 2 / 1 year, it good rained on and rusted. the whole thing [like the silver parts idk what that means lol] is all rusted, so i guess the chain is too.

how can i fix up my bike and make it look decent/ new?
 
If you use steel wool, use a lubricant like wd-40. It will minimize the tiny scratch marks. Get some good gloves. A good, clean steel brush works well too.
