How can I re-size a layer on Corel Photo Suite?

I have the new Photo Shop from Corel and I want to put my kids easter picture in a different background so it looks like they are in a field or somewhere else but when I cut and past the kids to the background they are huge and cover the background. How can I re-size the layer with the kids on it to fit into the background so it looks like a natural normal picture? When I try to re-size just the later with the kids it shrinks the whole thing including the new background.
