How can i put an php registration page on my website when the site is in plain HTML ?

I need to put on an registration page on my website , and im thinking to design the registration page in php wih database or in simple asp with the ms-access database.My question is if I design the page in php then how should i make the database server and how do i configure that so it can run in real time access.Currently im using FileZilla FTP client for uploading to the server !!
