How can i persuade my university to refund?? it is YORK university. lawyers

please come in!!? i am an international student at york. I dropped my classes and add the same one immediately when the dropping date past. Therefore, york university charged me 600 for dropping. I did petition for refunding, i told them because i don't know that i can transfer directly and this is the first time i drop and add classes by myself. However, the officer denied my petition and said that is a student's responsibility to know the regulation and rules of university. I am so upset for process the enrollment without reading rules carefully. The price for mistakes is big for me. I want to get my money back, i will go to see the finnacial officer tomorrow. Can anyone tell me what i can say to the financial officers?? Because they denied all of my reasons, i think there must be someone intellegent here and english is my second language, i am not sure i can explain my point clear enough, so i need some preparation.
