How can I paint over a laminated chipboard shelf?

I have some some shelving units which are pretty new but I've gone of the colour of them.

They are chipboard , laminated with plastic.

What type of paint should I use to paint them?

I'd like a matt black or dark navy finish.

I'm thinking that I'll sand them with a fine paper first .

Any ideas please?

You need a special paint - one for counter tops.
