How can I make my own rear bicycle rack/basket?

I cannot drill into my bike, I do not have access to a welder. I was thinking of getting some PVC pipe at a local hardware store, and asking for a 45 degree bend then fixing a basket to that. The only problem is, I don't know how I could attach it to my bike. Maybe epoxy? or JB weld? (would that stick to the bicycle if I left the paint on (I will not take it off))

Any other ideas?
