how can i make my bmx bike lighter and faster?

You have to turn everything Titanium. If the bike isn't Titanium already, get one, other than that they make racing equip(pedals, cranks, wheels) for all BMX bikes that is as light as is physically possible, Check your local BMX shop. It'll be expensive.

besides a new frame you can get lightweight wheels/hubs and tires and aluminum handlebars and stem

You control the speed of the BMX so to make it faster, you need stronger leg muscles, and as for making it lighter, the only way without buying a new bike (made of a lighter metal) is to buy wheels made of a ligher materials than the ones you currently have

well rims and frame are very heavy things, if your replacing start with those.
without replacement only use back brakes. Run the brake line through the top bolt and down the headset, or just get a long line. Also lighter pedals, and crankshaft might help.
