How can i make a virtual pet website without spending real cash, or knowing any HTML?

I would like to make one, but cannot afford to spend money, and i am not bothered if i make money off of it, so all of it can be free. I would like to make a virtual rat website, as there are NONE around.
Please could you answer real fast, i really want to make one before someone else beats me to it. :/
