How can i make a garden fairy costume?

So I am 14 and I want to be a garden fairy. i have a blue satin high waisted skirt and dont know what else to wear with it to be a garden fairy?
tights? knee socks?
what top?
where can I get cheap cute wings?
and anything else I should wear with it?
