how can i make a 6 month old puppy stop whining!

I have a 2 year old pure bred Australian shepherd and a small pitbull mixed with everything you can think of! i put them both out side on their leads and the little one just starts whining and she doesn't stop until i let her in! I don't want to condone the noise so i try to leave her outside until she stops, but she's relentless!!! Now the big dog is deaf and i guess he can feel her being annoying b/c then he starts barking randomly.. which he NEVER does. help me!
oh and i dont know if this matters but i got her when she was 11 weeks old 6/1/08 and she was the runt of the litter of like 9 puppies
 
Sit her down, and give her a a good talking to, explain how things are, and how they could all be better for everyone, if she stops this whining.
For example, without hurting her, you could whine yourself, and then slap yourself around the face, as a warning to her, and also an indication of your love and devotion.
