How can I link to a file in css/html?

I have a website, and one of the parts is the navigation. As I plan to update this a lot, I'd like this area to link to an external file. I know that I saw it somewhere, but I can't remember the code. It has something where it links to (not in an iframe) another document (with links and text, nothing more) and displays it there. Does anyone know the code to do that?

What would be the code, then, to use php for it?
