How can I learn to mingle with black people?

I just moved to Oakland, CA and I want to get along better with the locals. It's intimidating because they are always very loud and talk in a way that I can't understand. Is there anything I can do other than listening to lots of gangster rap and drinking cheap alcohol? Should I buy a gun?
 
Definitely buy a gun, sag your pants way down low. Be loud and belligerent. Say random things and you will fit right in.
 
First thing you should do is open your mind to the fact that since a culture is different doesn't mean it's inferior. Not all blacks like gangsta rap and cheap alcohol. I'm white and love cheap alcohol. If you are white, you can be tolerated, but it is doubtful you will be fully accepted. Especially given your your obvious ethnocentric bias and that you sound like an ass.
