How can I insert simple code from header.html into index.html?

I want to have my header, footer and nav bar info centralised into separate files so I can change them more easily in the future.
So how can I create a link in index.html to header.html? I don't want to use PHP, iframes, etc etc. Just simple HTML/XHTML/CSS.
