How can I help her learn the desire to go potty?

My daughter is 2 1/2 now. We've been working on potty training for about 3 weeks now, and I know it takes time. We have no problem going ON the potty. She'll willingly sit and pee or poo, whatever she needs to do at that time.
Our problem is her ability to tell when to go. lol We've got her in panties, the thick gerber ones so messes aren't AS bad. But most of the time she'll go in her panties, THEN come tell us she has to pee. But she's already done it. Now when it comes to pooping, she tells us, we run to the potty, and she goes. Sometimes she ends up going a little in her panties before she catches herself, but she DOES catch herself! It's just the peeing part. It seems like she can't catch herself BEFORE she actually does it in her panties. A couple of times she's come to me and told me she had to pee, then when we get to the bathroom, she's already gone right in front of the potty. So she obviously TRIED to get there on her own, but just didn't make it in time. lol
I never scold her for accidents b/c that's just what they are....accidents. I do firmly tell her to not peepee in her panties, and that if she starts to pee, to run to the potty. She gets it. I think.
Any tips on how I can help her? Or is it just going to take more time to recognize the desire to go?
she does really good with holding it. for example, she does go first thing in the morning, and will actually not have an accident for about an hour. i try to catch her about every 45 mins and take her in there, but i also want her to learn the signs on her own, that she has to go. lol otherwise she'll be 10 and i'm still saying "ok it's time to go peepee." lol
