How can I get my computer to run better games?

I've got an EI Systems e4406, totally outdated I know, but I've got Grand Theft Auto 3 and Homeworld 2 and they run they just a bit laggy, so how can I make them run better? No answers of "gt a new puter n00b rofl im so l33t" please.
 
Perhaps a new videocard and RAM? If your only wanting to play GTA 3 you wouldn't need that great of a card. I suggest looking on eBay for a new (or used) videocard.
